What are my options if the other parent refuses to return the children’s passports. I am the primary parent and I packed the passports with the children for their trip with their dad but then when they came home the passports remained with the father.

The courts can Order the return of the passports on application. However, they will look at the entire situation especially why there is a dispute regarding who holds the passports. This could include, but not be limited to, parenting orders and agreements, past concerning conduct, steps taken to request the return of the passport and communications related to allowing the one parent to travel.
